Perhaps you should add some kind of ratings system for posts... There are some WordPress plugins that do just that, like: http://www.countdown2010.net/2010/wp-content/plugins/wp-postratings/readme.html http://wordpress.org/extend/plugins/post-star-rating/ Again, these are rated for the lifetime of the blog, not per annum. For yearly "best of" I'd suggest letting the people have their say. Maybe everyone on your newsletter subscriber list can cast 1 or 2 votes according to category...
