America has two national budgets, one official, one unofficial. The official budget is public record and hotly debated: Money comes in as taxes and goes out as jet fighters, DEA agents, wheat subsidies and Medicare, plus pensions and bennies for that great untamed socialist menace called a unionized public-sector workforce that Republicans are always complaining about. According to popular legend, we’re broke and in so much debt that 40 years from now our granddaughters will still be hooking on weekends to pay the medical bills of this year’s retirees from the IRS, the SEC and the Department of Energy.

Why Isn’t Wall Street in Jail?

Most Americans know about that budget. What they don’t know is that there is another budget of roughly equal heft, traditionally maintained in complete secrecy. After the financial crash of 2008, it grew to monstrous dimensions, as the government attempted to unfreeze the credit markets by handing out trillions to banks and hedge funds. And thanks to a whole galaxy of obscure, acronym-laden bailout programs, it eventually rivaled the “official” budget in size — a huge roaring river of cash flowing out of the Federal Reserve to destinations neither chosen by the president nor reviewed by Congress, but instead handed out by fiat by unelected Fed officials using a seemingly nonsensical and apparently unknowable methodology.

Now, following an act of Congress that has forced the Fed to open its books from the bailout era, this unofficial budget is for the first time becoming at least partially a matter of public record. Staffers in the Senate and the House, whose queries about Fed spending have been rebuffed for nearly a century, are now poring over 21,000 transactions and discovering a host of outrages and lunacies in the “other” budget. It is as though someone sat down and made a list of every individual on earth who actually did not need emergency financial assistance from the United States government, and then handed them the keys to the public treasure. The Fed sent billions in bailout aid to banks in places like Mexico, Bahrain and Bavaria, billions more to a spate of Japanese car companies, more than $2 trillion in loans each to Citigroup and Morgan Stanley, and billions more to a string of lesser millionaires and billionaires with Cayman Islands addresses. “Our jaws are literally dropping as we’re reading this,” says Warren Gunnels, an aide to Sen. Bernie Sanders of Vermont. “Every one of these transactions is outrageous.”

Castro resigns from Cuba party leadership

Fidel Castro confirmed he had resigned from the top leadership of the Cuba Communist Party in an article published Tuesday, after the party approved a raft of economic reforms.

“Raul knew that I would not accept a formal role in the party today,” Mr Castro said in an article on the Cubadebate.cu portal, referring to his brother Raul and his own absence from the party’s new Central Committee, elected on Monday.

Mr Castro, 84, had served as first secretary in the Central Committee of the party – which underpins the country’s communist government – since the party’s creation in 1965.

He said he had handed over the functions of the party head to Raul when he ceded power to his brother because of his own declining health in 2006, though he retained the first secretary title.

You’re quite the traveler! What made you want to start traveling? How many countries have you been to?
I’ve been to 58 countries now, including Antarctica and a few self-proclaimed republics. It all started on my trip to Antarctica when I was 18. It was the best experience of my life. In was then I found my vocation – to vacation. Since I was a little kid I always dreamed about being an explorer. The trip rekindled that passion. Now I refuse to accept an alternative destiny, at least in the medium term.

What was the most interesting country you’ve traveled to and why?
Ethiopia. I could talk all day about it… the women, the culture, the history, the vibe… Let’s just say it’s a very special place for me. I’ll have to dedicate a whole post to it; I couldn’t do it justice in this space. Second place would have to be the Philippines – it’s a sexual playground.

Miguel Cotto defeats Ricardo Mayorga in 12

It took just under 12 rounds of the fight but Miguel Cotto, 36-2 (29), achieved the knockout he promised to deliver by the end of the final heat, successfully defending his WBA junior middleweight belt and sending former welterweight champion Ricardo Mayorga, 29-8-2 (23), into retirement at the MGM Grand Garden Arena in Las Vegas on Saturday night.

Things started off with both Cotto and Mayorga attempting to land solid shots in order to establish who the bigger puncher was. As Cotto landed some clean bombs, Mayorga replied with strong shots of his own.

Mayorga was blasted with a left hook to the jaw and as a result was backed up into the ropes. Mayorga played off his condition by trying to goad Cotto into a power exchange against the ropes. Cotto took his time as he patiently glided into range and unleashed some strong shots.

The tone of the fight was set as Cotto established his range and connected with power jabs that eventually would swell up Mayorga’s right eye. To Mayorga’s credit, he was game and continued gain an advantage but his free-swinging style allowed Cotto to show off some improved defense and balance as he avoided most of the big shots.

Cotto looked great in this one, and Mayorga looked good as well. Not bad for a 10-1 underdog.

Sergio Martinez Stops Sergiy Dzinziruk in Eight, Defends Middleweight Championship

The 2010 “Fighter of the Year” didn’t do anything to take himself out of the running for that honor in 2011.

Middleweight champion Sergio Martinez retained his title with an eighth-round stoppage of Sergiy Dzinziruk Saturday at the MGM Grand Theater at Foxwoods.

Martinez, 47-2-2 (26), dropped Dzinziruk five times in the fight, including three times in the eighth, before referee Arthur Mercante stopped it at 1:43.

“I wanted to nullify his boxing, nullify his punches, nullify his jab,” Martinez said. “Little by little, I did that.”

Dzinziruk, 37-1 (23), fought in a tight defensive shell but kept coming forward, while Martinez kept moving around the ring, letting his hands go more often. In the eighth, Martinez dropped Dzinziruk with right hooks three times, with Dzinziruk landing hard on his shoulder each time.

“I had to open up more and I did, but it didn’t help,” said Dzinziruk. “The knockdowns were not hard punches but they were perfect shots.”

Miguel Cotto: 100% Boricua(highlights)

Ricardo Mayorga VS Miguel Cotto Update and Prediction

Ricardo Mayorga emerged from a white SUV in downtown Ocala on Tuesday with a lit cigarette hanging from his lips.

He yawned, took a long drag, then ambled across a parking lot toward the front doorway of Danny Santiago’s local gym, Central Florida Boxing.

Just days away from a nationally televised world championship fight, Mayorga hardly looked the part of a polished pugilist.

But that changed quickly when he entered the ring to spar a few minutes later.

His demeanor changed, his brow darkened, and his focus honed in intently on Bobby Bryant, a 19-year-old Ocalan and the day’s sparring partner.

It wasn’t long before Mayorga — a heavy-handed brawler who isn’t big on footwork — methodically walked the game Bryant into a corner and dropped him to the canvas with a left hook.

I may missing this fight live, but I think it has the potential to being the most entertaining fight of the year. I am mildly surprised more people aren’t talking about it.

My logic tells me that Mayorga will start the fight fast and Cotto will be hanging on for life in the first three rounds while doing some damage of his own.

In the middle rounds Cotto’s technique and skill will start taking over and seriously touch up Mayorga.

In the late middle rounds, Mayorga will make one last push, and hurt Cotto, and possibly drop him.

By round 10 Cotto should be punishing a bloodied Mayorga on the ropes and the ref should wave it off in a potential for fight of the year honors.

(Keep in mind, this could all happen in a somewhat collapsed time frame.)

The passive boxing fan and boxing writer vastly underestimate Mayorga’s ability (they can only seem to remember him getting chopped up by Oscar De La Hoya. A fight where Mayorga was able to lay some heavy leather). And Cotto’s tendency to be courting disaster at every turn should make this fight worth whatever they are peddling for it.

Mayorga is a 6 to 1 underdog in this one.

However, I have been hearing some rumblings from my sources that he might not be a bad bet (for some reasons I don’t want to publicly mention). But you didn’t hear that from me.

Also, the same night, Sergio ”El Maravilla” Martinez will take on undefeated WBO light middleweight champion Sergiy ”Razor” Dzinziruk of the Ukraine at the Foxwoods Resort Casino, Connecticut. I don’t know much about Sergiy ”Razor” Dzinziruk, except that he has a win over Joel Julio, so I expect Sergio Martinez to win.

It’s already locked in stone on my schedule. Congratulations to Angelo Dundee, Dr. Ferdie Pacheco, Tom Tsatas, Matt Baiamonte and Dino Spencer for making it happen. This is a huge one in the win column and a true sign that The Apocalypse is Not coming. At least not yet anyway.

The foreclosure lawyers down in Jacksonville had warned me, but I was skeptical. They told me the state of Florida had created a special super-high-speed housing court with a specific mandate to rubber-stamp the legally dicey foreclosures by corporate mortgage pushers like Deutsche Bank and JP Morgan Chase. This “rocket docket,” as it is called in town, is presided over by retired judges who seem to have no clue about the insanely complex financial instruments they are ruling on — securitized mortgages and laby rinthine derivative deals of a type that didn’t even exist when most of them were active members of the bench. Their stated mission isn’t to decide right and wrong, but to clear cases and blast human beings out of their homes with ultimate velocity. They certainly have no incentive to penetrate the profound criminal mysteries of the great American mortgage bubble of the 2000s, perhaps the most complex Ponzi scheme in human history — an epic mountain range of corporate fraud in which Wall Street megabanks conspired first to collect huge numbers of subprime mortgages, then to unload them on unsuspecting third parties like pensions, trade unions and insurance companies (and, ultimately, you and me, as taxpayers) in the guise of AAA-rated investments. Selling lead as gold, shit as Chanel No. 5, was the essence of the booming international fraud scheme that created most all of these now-failing home mortgages.

In the summer of 2009 I got a call from an acquaintance who worked in the Middle East. He was a young American who worked for something called a sovereign wealth fund, a giant state-owned pile of money that swims around the world in search of things to buy.

Sovereign wealth funds, or SWFs, are huge in the Middle East. Most of the bigger oil-producing states have massive SWFs that act as cash repositories (with holdings often kept in dollars) for the revenues generated by, for instance, state-owned oil companies. Unlike the central banks of most Western countries, whose main function is to accumulate reserves in an attempt to stabilize the domestic currency, most SWFs have a mission to invest aggressively and generate huge long-term returns. Imagine the biggest and most aggressive hedge fund on Wall Street, then imagine that that same fund is fifty or sixty times bigger and outside the reach of the SEC or any other major regulatory authority, and you’ve got a pretty good idea of what an SWF is.

My buddy was a young guy who’d come up working on the derivatives desk of one of the more dastardly American investment banks. After a few years of that he decided to take a step up morally and flee to the Middle East to go to work advising a bunch of sheiks on how to spend their oil billions.

Aside from the hot weather, it wasn’t such a bad gig. But on one of his trips home, we met in a restaurant and he mentioned that the work had gotten a little, well, weird.

“I was in a meeting where a bunch of American investment bankers were trying to sell us the Pennsylvania Turnpike,” he said. “They even had a slide show. They were showing these Arabs what a nice highway we had for sale, what the toll booths looked like . . .”

I dropped my fork. “The Pennsylvania Turnpike is for sale?”

He nodded. “Yeah,” he said. “We didn’t do the deal, though. But, you know, there are some other deals that have gotten done. Or didn’t you know about this?”

It’s taken three trips to Kentucky, but I’m finally getting my Tea Party epiphany exactly where you’d expect: at a Sarah Palin rally. The red-hot mama of American exceptionalism has flown in to speak at something called the National Quartet Convention in Louisville, a gospel-music hoedown in a giant convention center filled with thousands of elderly white Southerners. Palin — who earlier this morning held a closed-door fundraiser for Rand Paul, the Tea Party champion running for the U.S. Senate — is railing against a GOP establishment that has just seen Tea Partiers oust entrenched Republican hacks in Delaware and New York. The dingbat revolution, it seems, is nigh.

“We’re shaking up the good ol’ boys,” Palin chortles, to the best applause her aging crowd can muster. She then issues an oft-repeated warning (her speeches are usually a tired succession of half-coherent one-liners dumped on ravenous audiences like chum to sharks) to Republican insiders who underestimated the power of the Tea Party Death Star. “Buck up,” she says, “or stay in the truck.”

Stay in what truck? I wonder. What the hell does that even mean?

Former Irish-American, Chicago Bears quaterback Jim McMahon has been in the news recently:

When Jim McMahon played for the Bears, quarterbacks were not protected the way they are today in the NFL.

“Back then, it was just tape an aspirin to your helmet and you go back in,” McMahon told us Friday at the Super Bowl XX Bears reunion. “I’ve worked with some neurosurgeons and it’s a very serious thing, man.

“My memory’s pretty much gone. There are a lot of times when I walk into a room and forget why I walked in there. I’m going through some studies right now and I am going to do a brain scan. It’s unfortunate what the game does to you.”

I saw this and I thought it was pretty sad.

I have said before that I think the last full football game I have watched was the 1985 Chicago Bears Superbowl win when I was a little cub.

Although I didn’t grow up in Chicago, my grandfather and father lived there, when they traded the mean streets of Belfast, Ireland for the mean streets of Chicago’s Southside.

So, as a young little Baby G, I always liked the Chicago Bears.

Jim McMahon, who played football the way you are supposed to (all heart), was a two-time All-American (1980, 1981) in college, constantly told the NFL establishment to f*ck off, and led the Bears to the Superbowl title.

Winning the Superbowl, however, is not why Jim McMahon makes The G Manifesto Hall of Fame, as plenty of weesh guys have a Superbowl Ring. Jim McMahon, makes The G Manifesto Hall of Fame because of what he did the night before the big game.

Let me break it down:

A few years back, I was hung over after swooping an Exotic Dancer, and I started flipping around the channels. I stopped on some kind of “re-cap” show of the 1985 football season.

McMahon was talking about the night before the Superbowl how he and a bunch of other Bears were drinking and smoking, and hanging out with the people at a bar in New Orleans.

Take it from your humble author, the pull of Bourbon Street can be pretty strong.

(Side note: Legend has it that, earlier in the week, at Felix’s Restaurant and Oyster Bar, on of my all-time favorite spots, The Fridge had reportedly sucked down four dozen oysters and a vat of gumbo.)

In the bar, he famously said: “You’ve got to teach your body who’s boss! If you’re feeling down, go out and abuse it again. If you don’t test your body, it will never learn how to respond.”

After a while, a bunch of New England Patriots walked in the bar, got a water or some crap and then headed back to their hotel to make sure they got a good nights sleep before the big game.

Legend also has it, McMahon, then yelled, cigarette and beer in hand, to the Patriots as they were leaving: “You p*ssies, we are going to kick your ass tomorrow!”

And they did. 46-10.

Now that’s G.

You can definetly see how Ricardo Mayorga, who was responsible for The Greatest Moment in California Smoking Ban History, was even more of a threat when he was younger and his speed matched is reckless aggression, iron chin, fearlessness and destructive punching power. (Later in his career, as his speed dwindled, his flaws ie lack of defense, and lack of technique were easier to expose by great boxers like Oscar de la Hoya and Sugar Shane Mosely).

Legend has it that as a young street gang leader on the mean streets of Managua, Nicaragua, he was approached by an older youth wielding a heater on a bicycle. Instead of getting broken, the young Mayorga grabbed the other chico’s toaster, knocked him out and stole his bike. No official word as to whether or not Mayorga also stole his honey.

After getting stopped in his first pro bout and losing two other early fights (one of which he avenged), Mayorga went on a tear to win his first two world titles. He destroyed Andrew “Six Heads” Lewis (an excellent fighter who also happens to have one of the best nicknames in boxing history) and walked over the great Vernon “The Viper” Forrest twice, who was coming off two wins over the great Sugar Shane Mosley, and at the time was thought unbeatable. Then after losing his titles to Cory Spinks, Mayorga was in a modern day classic with Felix Trinidad only to lose by TKO in the 8th.

After the second Forrest win, Mayorga was featured for the first time on the cover of Ring Magazine smoking a cigarette. The cover read “The craziest man in the sport: Mayorga lights up boxing.”

Mayorga’s last great win was a “macho” constest decision over a fading Fernando “The Aztec Warrior” Vargas.

Young G’s are wise to familiarize themselves with The Matador’s catalog of fights.

Supposedly, Mayorga will return to the ring on the undercard of the WBC heavyweight final elimination bout -with the winner earning the right to face Vitali Klitschko- between 2004 Olympic gold medalist and now undefeated Odlanier “La Sombra” Solis (16-0, 12 KOs) and WBC No. 1-ranked Ray “The Rainman” Austin (28-4-4, 18 KOs).

From reading The G Manifesto, you might think we are only interested in Boxing and Horse Racing. That would be wrong. The favorite sports here are Exotic Dancing, Womens Gymnastics and The Miss Universe Competition.

After watching all the contestants, I picked Miss Mexico Jimena Navarrete to win. In fact, if my memory serves me correctly, I picked the last three or four winners. But then again, I have always been a pretty good judge of beauty. I really need to start betting on this event.

I thought it was interesting that a girl from Guadalajara won Miss Universe as I have been indulging in swooping High-End Mexican girls myself lately. I need to take a trip to Guadalajara soon. I have said it before and I will say it again: Girls are like Drugs, you need to go to the Source.

I keep on saying this, but I really need to weasel a ticket to this event next year and post up at the after parties.

Update: Next time get a better host for the show. That makeup wearing, hair-band balding ponce with the headband almost single handedly ruined the telecast. I had to switch over and watch it in Spanish on Telemundo.
